Silla Industries’ appeal to Minister Urso

It must be a strange position in which funds for domestic recharging are stranded. Faced with institutional silence, albeit pressed in recent weeks by institutions such as ANIE, of which we are a part, I once again feel called upon to try to generate solutions useful in overcoming this stalemate. Indeed, I find incomprehensible the position of the Ministry to date on the 40 million allocated and then disappeared from the radar.

Aug. 5, 2022 MISE announces funding, incentives for the purchase of non-polluting cars and the installation of charging stations in private areas, made official Oct. 5 in the Official Gazette.

On the 21st of the same month, the Ministry announced the modalities for accessing incentives for cars but not those – amounting to 40 million euros and a potential pool of 25 thousand units – for charging stations*. “Our goal is to support the reconversion and consolidation of the national automotive supply chain to ensure its environmental, economic and social sustainability. The resources are there. In addition to the 8.7 billion from the Draghi Fund, there are funds for 14 billion between national resources, Pnrr and Ipcei until 2030. The diffusion of columns is the necessary precondition for the demand for electric cars to take off,” reiterated Minister Urso in an encouraging and absolutely agreeable interview with Repubblica in December.

What happened to these funds, which in fact by the way represent a tiny fraction of those allocated for smart mobility?

Is it possible that they have been stranded because the “directorial decrees of the Ministry of Economic Development identifying the procedural provisions for the ‘disbursement of benefits'” are missing? We ask this again of Minister Urso, with whom we are very willingly open to a meeting to understand how
unblock a seemingly inexplicable situation: for us and for all those in Italy who produce, distribute and sell domestic recharging stations and for the increasing number of motorists who in recent years have chosen to switch to a hybrid or electric car.

These are essential funds, especially when reading Motus-e’s figures that attest to 80% home charging in Italy (for those with garages) or the EU declaring “Private charging represents more than 90% of charging. It will maintain a very high share in the future .” Or the ACEA estimates that nearly 21 million columns will be in homes in Europe by 2030 for the “FIT FOR 55” goals.

It is essential that the decrees be issued if we want
the charging infrastructure in Italy to finally grow, closing the gap we have with the rest of Europe.

*Equal to 80% of the cost of purchasing and installing a column in a private area with a limit of €1,500 (or 8,000 in the case of apartment buildings)
